The USA and Ukraine are discussing plans to achieve a peace agreement with Russia by March; however, the deadlines may shift. The agreement is planned to be put to a referendum simultaneously with the national elections in Ukraine. The main obstacles on this path are related to territorial issues concerning Donbas, as well as the status of the Zaporizhzhia nuclear power plant (NPP).

The American negotiation team is led by special representative Steve Vitkoff and Jared Kushner. Meetings between representatives of the USA and Ukraine have taken place in Abu Dhabi and Miami. At the same time, sources note the possibility of holding elections and a referendum in May. However, organizing the elections requires legislative changes due to the ban on voting during martial law. Ukraine insists on a ceasefire during the electoral campaign.

Key obstacles to concluding a peace agreement

Among the key obstacles to concluding a peace agreement is the uncertainty regarding the fate of Donbas. Russia demands control over the entire region, while Ukraine controls over 2000 square miles of Donbas territory. There has been no progress on this territorial issue so far. Another significant obstacle is the status of the Zaporizhzhia NPP. Russia has rejected the USA's proposal for Washington to control the plant and the energy distribution, instead offering Ukraine cheap electricity under its control.

Sources report that 'the Americans are in a hurry', emphasizing the urgency in the negotiations.

At the same time, Kyiv's position remains unchanged: 'nothing can be agreed upon until security guarantees for Ukraine from the United States and partners are provided.' The midterm elections to the US Congress will take place in November, which may affect further negotiations and the development of the situation.
