Ukraine's New 'Whitelist' for Starlink Terminals
The Ukrainian government has enacted a decree to establish a 'whitelist' for Starlink satellite communication terminals. This measure is a direct response to the discovery of Russian military forces using Starlink terminals installed on drones, which made the drones harder to detect and destroy. Mykhailo Fedorov, Ukraine's Minister of Digital Transformation, stated that
"the only technical solution to counter this is to introduce a 'whitelist' and authorize all terminals".
Registration Process for Terminals
Registration will be free for civilians and can be completed at the nearest Administrative Service Center (ASC). Businesses will use an online verification algorithm via the 'Diia' portal. The Ukrainian Defense Forces will have a separate, secure channel through the Delta system. Fedorov emphasized that the whitelist will ensure stable connectivity for Ukrainians while enhancing security by denying the enemy this technological advantage.
Detailed registration instructions will be provided soon. Crucially, protecting a terminal from being blocked only requires adding it to the whitelist; owners do not need to register their equipment under a military unit or hand over their account credentials. This decision is a necessary step by the government to protect Ukrainian lives and defend critical energy infrastructure.
The Ministry of Defense of Ukraine, in coordination with SpaceX, is actively addressing the issue of Starlink use on Russian drones. At the request of the Ukrainian Defense Ministry, SpaceX has already begun implementing restrictions against Russian forces.
The introduction of the Starlink whitelist represents a significant move in Ukraine's effort to prevent enemy exploitation of satellite communication technology.
