Discussion of the referendum in Ukraine
Ruslan Stefanchuk, the Chairman of the Verkhovna Rada of Ukraine, discussed the possible format of a nationwide referendum regarding the end of the war and the signing of peace agreements. He emphasized that questions about constitutional changes cannot be the subject of a referendum. In Stefanchuk's opinion, the referendum can contain only one question: 'Do you support the agreement or do you not support it?'
The deadline for developing the law on the referendum has been set for the end of February. The possibility of holding the referendum simultaneously with the presidential elections is being considered. Stefanchuk also stressed the importance of ensuring voting opportunities for military personnel on the front lines, as well as for citizens living abroad.
Legitimacy of the will expression
The Chairman of the Verkhovna Rada noted that the legitimacy of any expression of will in Ukraine depends on compliance with two fundamental components: security and democratic. He emphasized that elections or a referendum will only be possible if they meet the democratic and security standards that exist in the world.
The discussion of the referendum format in Ukraine is an important step in the context of ending the war and seeking peaceful solutions to the conflict. Defining clear conditions for holding the referendum, including issues of legitimacy and security, indicates a serious approach to this process. The introduction of voting opportunities for military personnel and Ukrainians abroad also reflects a desire to ensure broad and fair access to the expression of will for all citizens, regardless of their location.
