Ukrainian Employers Face 20% Higher Fines for Failing to Hire People with Disabilities

Employer Penalties in Ukraine for 2025

New financial penalties for Ukrainian companies that fail to meet mandatory employment quotas for people with disabilities took effect in 2025. The average fine levied this year reached 317,000 hryvnias, a 20% increase from the previous year. In total, 8,697 employers were fined a combined sum of 2.76 billion hryvnias. This figure represents roughly 10% of all employers who were obligated to hire people with disabilities based on the 2025 results. These measures reflect Ukraine's ongoing efforts to strengthen labor market inclusion amidst broader societal challenges.

The proportion of employers failing to meet the quota was 17.5% in 2023, a significant rise from a pre-war level of 2.5%. For 2025, the mandatory quota applied to 88,705 companies with eight or more employees, which is 2% fewer than in 2024. Starting January 1, 2026, amendments to Ukrainian legislation on the right to work for people with disabilities came into force, establishing new mandatory quotas and financial liability for non-compliance.

Compensation and Support for People with Disabilities

The new regulations also include provisions for people with disabilities to receive compensation for vehicle modifications. Furthermore, the Cabinet of Ministers of Ukraine has increased access to prosthetics and orthotics for both children and adult civilians who have suffered from Russian aggression. Additionally, discounted train tickets for passengers with disabilities can now be purchased online from a special reserve. These steps are aimed at improving employment conditions and supporting people with disabilities in Ukraine.

The introduced changes signal an intensification of state efforts to integrate people with disabilities into the country's economy and to safeguard their employment rights.

Raising fines for quota violations may incentivize employers to adhere to legal requirements more diligently. Moreover, improving access to social services and compensation programs for people with disabilities is a crucial step toward their social integration and support in the face of contemporary challenges.
