New Penalties for Violating Labor Laws in Ukraine

Starting in 2026, Ukraine will implement significantly higher fines for employers who violate labor laws. This change is tied to the country's minimum wage, which will rise to 8,647 hryvnias. These reforms are part of a broader effort to strengthen worker protections in a challenging economic environment.

  • Employing a worker without a formal contract will incur a fine of 86,470 hryvnias per individual.
  • A repeat offense within two years will result in a penalty of 259,410 hryvnias for each affected employee.
  • Delaying salary payments for more than one month will lead to a fine of 25,941 hryvnias.
  • Failing to provide legally mandated pay for night shifts, weekends, or holidays will be penalized 17,294 hryvnias per worker.
  • Violating the rights of mobilized employees will carry a fine of 34,588 hryvnias.
  • For other minor infractions not covered above, a standard fine of 8,647 hryvnias will apply per incident.

Companies can reduce these fines by 50% if they pay within 10 banking days of the penalty being issued.
