Fines for Missing School Classes
Ukraine's Ministry of Education and Science is set to issue guidelines for stricter enforcement of school attendance rules, including collaboration with juvenile police. The fines themselves are not a new policy but a reactivation of existing legal provisions. These penalties are already codified in law, ranging from 1,700 to 3,500 Ukrainian hryvnias (UAH), and can double for repeat offenses. The Verkhovna Rada, Ukraine's parliament, has clarified that this move represents a renewed focus on compliance with long-standing regulations.
The Systemic Issue of School Absences
School absenteeism has become a systemic problem, exacerbated by the significant learning losses accumulated during the Covid-19 pandemic and the ongoing full-scale war. During these crises, monitoring of student attendance effectively weakened. Natalia Pipa, a figure involved in the discussion, emphasized that parents often lack effective strategies for engaging with their children about education, frequently resorting to the simplest solution—writing excuse notes or not addressing absences at all.

She also contrasted the situation with Germany's stricter attendance policies.
In Germany, a parent's note may suffice for the first day of absence, but two days require a doctor's certificate. For longer absences, parents could even risk losing parental rights. Today, Germany has one of the best secondary school attendance records. Ukraine is considering moving in that direction.

Currently, the Ministry of Education plans to provide recommendations to educational institutions on improving student attendance monitoring. As Natalia Pipa noted,
