Indictments Filed in Illegal Land Seizure Case

Prosecutors from the Vinnytsia Regional Prosecutor's Office have sent indictments to court against three individuals suspected of illegally seizing a land plot belonging to serviceman Mykhailo Savchuk. The case involves a forged purchase-sale agreement dated 2007 and the illicit registration of land ownership rights in 2024. This type of property fraud has become a significant concern in Ukraine, particularly when it targets those serving in the military.

The victim, Vinnytsia resident Mykhailo Savchuk, is a military serviceman. His family purchased the land plot with a residential house over twenty years ago. However, the plot was re-registered to a third party without Savchuk's knowledge. In 2024, two of the suspects forged a purchase-sale agreement in an attempt to legalize their seizure of the land. A state registrar from one of the Vinnytsia district's village councils then registered ownership of this plot, leading to further legal consequences.

Investigation and Legal Repercussions

In August 2025, Mykhailo Savchuk's story became public, after which the head of the Vinnytsia Regional Prosecutor's Office ordered investigative actions. The court has currently imposed an arrest on the land plot, a crucial step in the ongoing investigation. Two of the accused face charges of:

  • Forgery of an official document (Part 3 of Article 358 of the Criminal Code of Ukraine);
  • Aiding and abetting large-scale fraud (Part 5 of Article 27, Part 5 of Article 190 of the Criminal Code of Ukraine);

The state registrar involved in the case has also been charged with abuse of authority that caused grave consequences (Part 3 of Article 365-2 of the Criminal Code of Ukraine).

Mykhailo Savchuk recently returned home after receiving treatment for a combat injury, underscoring the personal significance of this case and its impact on his life. The investigation continues, with the public closely monitoring the proceedings.

This case highlights serious systemic issues within Ukraine's land law framework and the conduct of state registrars.

The illegal seizure of property from military personnel, especially given the context of their service and sacrifices, generates considerable public outrage. It is vital for judicial authorities to continue working to restore the rights of victims and hold the guilty accountable.
