Arrest of the Attraction 'Ferris Wheel'
The Podil District Court of Kyiv has imposed an arrest on the attraction 'Ferris Wheel' due to possible violations of safety rules. The Prosecutor's Office reported suspicions of official negligence against officials of the Kyiv City State Administration (KCSA).
On December 26, 2025, the Prosecutor's Office initiated an investigation into possible violations of safety rules in the operation of the Ferris Wheel. It was established that the metal structures of the attraction were placed on wooden beams, which were in unsatisfactory technical condition. This raised concerns about the safety of users of the attraction.
History of the Attraction and Legal Consequences
The 'Ferris Wheel' attraction was installed as a temporary object at the New Year and Christmas market in Kyiv in 2017. During this time, a control card for temporary disruption of landscaping was issued and extended several times. However, after the expiration of the control card, the attraction was not dismantled, which became another basis for legal action.
As a result of the Prosecutor's Office's demands, the 'Panoramic Ferris Wheel' attraction was closed, and the owner was instructed to dismantle it by their own means. It is important to note that the responsibilities of the Department of Land Resources and the Department of Territorial Control of the city of Kyiv do not include issues of dismantling such structures, as noted by official Mykhailo Budilov.
“This situation underscores the importance of adhering to safety standards and proper oversight of the operation of attractions in the city.” - Mykhailo Budilov
In conditions of heightened attention to citizen safety issues, cases where attractions are operated without the appropriate permits or in unsatisfactory technical condition can lead to serious consequences. The continuation of the Prosecutor's investigation may lead to changes in the regulation of safety for attractions in Kyiv and possibly in other cities of Ukraine.
