Court Rulings in Corruption Case

A court has ordered preventive measures against five individuals involved in a corruption scheme that enabled the covert operation of a network of pornography studios. Investigations revealed that police officials accepted illicit payments to ensure these locations—where pornographic content was produced and distributed—could function without interference.

Those detained include:

  • Serhiy Bezpalko, head of the National Police in Ivano-Frankivsk region,
  • Volodymyr Yatsiuk, deputy head of the National Police in Ivano-Frankivsk region,
  • Andriy Tkachyk, first deputy head of the investigative department of the National Police in Ternopil region,
  • Illya Hulevatyi, deputy head of the National Police in Zhytomyr region,
  • Volodymyr Vorobei, driver for the Deputy Minister of Internal Affairs, who investigators allege acted as an intermediary.

Authorities seized a luxury vehicle fleet from the suspects, which included:

  • six cars,
  • five Swiss watches,
  • firearms and cold steel weapons,
  • mobile phones,
  • cash exceeding 22.6 million Ukrainian hryvnias.

The court set bail amounts for each suspect:

  • Serhiy Bezpalko: 7 million hryvnias,
  • Volodymyr Yatsiuk: 5 million hryvnias,
  • Andriy Tkachyk: 5 million hryvnias,
  • Illya Hulevatyi: 1 million 164 thousand hryvnias,
  • Volodymyr Vorobei: 8 million hryvnias.

The National Police leadership has suspended these officials from their duties, while the Ministry of Internal Affairs dismissed the driver from the Center for Servicing Ministry Units. The pre-trial investigation continues, and the National Police launched comprehensive regional audits starting May 20.

Systemic Issues in Law Enforcement

This corruption scheme underscores deep-seated problems within Ukraine’s law enforcement system, where officials allegedly exploited their authority for illegal financial gain. The suspensions of high-ranking officers and the ongoing probe could be pivotal in restoring public trust in the police force.

The case’s progression may trigger systemic reforms within the police and tighten oversight of law enforcement activities.

The recent court actions highlight systemic issues within the law enforcement agencies, echoing findings from previous investigations.
