Switzerland itself is particularly affected by cyberattacks, illicit espionage, weapons proliferation efforts, and campaigns of influence and misinformation. Russia has also built an extensive system to bypass Western sanctions, a key element of its broader strategy.

The report underscores the Kremlin’s revisionist ambitions, reflected in the rearmament of its military and the conversion of its economy to a war footing.
