Trump-Xi Summit in Beijing: A Defining Moment in U.S.-China Relations

Richard Haass, former president of the Council on Foreign Relations, assessed the outcomes of the Trump-Xi summit held in Beijing and outlined critical factors shaping the global order. He pointed to the United States itself as the primary source of uncertainty, stating that the world is in greater disarray now than it was ten years ago. This analysis comes amid escalating tensions between the two superpowers and a shifting international landscape.

Haass served under Presidents Carter, Reagan, George H.W. Bush, and George W. Bush, led the CFR for two decades, and has authored 14 books. His recent works—'A Bill of Duties,' 'The World,' and 'World in Disarray'—address pressing issues in international politics. Regarding the summit, he noted that no high-level meeting had taken place in Beijing for nearly a decade, and announced that Trump and Xi would reconvene in the United States within four months.

Core Summit Issues: Taiwan, Iran, and Ukraine

Haass highlighted the Taiwan and Iran dossiers, remarking that

“we are expending a massive amount of munitions that could otherwise have reached Taiwan”
- Richard Haass. He also voiced concerns over China’s support for Russia in the war against Ukraine, stating:
“We have not been very successful in persuading China not to aid Russia in its war against Ukraine”
- Richard Haass. Haass described Russia’s invasion of Ukraine as a 'catastrophic defeat' and emphasized that 'Ukraine’s breakthroughs are truly extraordinary.'

The Taiwan issue remains a defining priority for Xi Jinping. President Joe Biden has stated three or four times that the U.S. would unconditionally come to Taiwan’s defense, but the White House has repeatedly walked back those remarks. Haass noted that 'for eighty years, they relied on the United States,' but 'most Europeans have concluded that those days are over.' He also stressed that 'the inability to produce enough modern military equipment' is a serious problem for the U.S.

Looking ahead, Haass predicted that discussions on artificial intelligence will take center stage by 2028.

“The main source of uncertainty regarding the global order right now is the United States itself”
- Richard Haass. He further warned that 'if we were unwilling or unable to fulfill our commitments, it would lead either to the disintegration of the alliance system or to many of those countries deciding they need nuclear weapons.'

Ultimately, the Beijing summit underscored the importance of U.S.-China dialogue amid mounting global challenges and highlighted the urgent need to rethink security frameworks in Europe and beyond. The meeting’s outcomes could significantly shape future bilateral relations, as both nations grapple with internal and external pressures that demand coordinated responses.

In the context of these escalating tensions, it's important to consider how China is analyzing U.S. vulnerabilities, particularly in the ongoing conflict with Iran. This strategic assessment could have significant implications for future confrontations.
