Ukrainians were told the main reasons for declaring those liable for military service wanted and who carries out this procedure.

During martial law and general mobilization in Ukraine, all men registered for military service must comply with the law. Territorial centers for recruitment and social support (TCK and SP) can declare wanted those who violate the rules.

Main reasons for declaring wanted

  • Not registering for military service

  • Avoidance after the age of 25

  • Failure to update registration data

  • Ignoring summons

  • Refusal or ignoring of the military medical commission

  • Absence of military registration document during checks

As of July 2025, this practice is in place - for violations, men can be declared wanted. The initiative for searching is submitted by TCK, while the search is conducted by the National Police of Ukraine. The purpose of the search is to deliver the violator to TCK for the preparation of administrative protocols.

The rules for maintaining military registration are established by the Resolution of the Cabinet of Ministers of Ukraine No. 1487 dated December 30, 2022 (effective as of July 2025). This document defines the obligations of citizens and the conditions for initiating a search.

Violations of military registration rules are punishable by fines. Being wanted does not relieve the citizen of their obligations; on the contrary, it leads to complications in everyday life, such as job searches and travel.

Ukrainians who violate military obligations can be declared wanted for reasons such as evasion of conscription, ignoring summons, or refusal to undergo a military medical commission. The initiative for the search can be issued by the Territorial Recruitment Center. The National Police of Ukraine conducts the search with the aim of delivering the violator to the military commission to prepare an administrative protocol. Additionally, violations of military registration may lead to penalties that complicate everyday aspects of citizens, such as employment and travel.
