Critical Financial State of Heating Utilities

A parliamentary committee has reported that Ukraine's district heating companies are in a critical financial condition, with total debts reaching 154.5 billion hryvnia. Their net losses amount to 12.6 billion hryvnia. A substantial portion of this debt, 104.7 billion hryvnia or 68% of the total, is owed for natural gas supplies. The single largest creditor is LLC 'GK Naftogaz Trading,' which is owed 67.4 billion hryvnia. This sector is vital for millions of households, especially during harsh winters.

Causes of the Financial Crisis

An analysis conducted after the 2025-2026 heating season identified several key factors behind this crisis:

  • The ongoing state of war
  • A government moratorium on raising tariffs, as current consumer prices cover only about 60% of real costs
  • The absence of budget subsidies to cover the tariff shortfall accumulated since 2022
  • The freezing of company accounts due to lawsuits from creditors
  • Growing consumer debts for heating and hot water

The committee stressed the urgent need for a legislative solution to this situation.
