Ukraine's Pension Fund Clarifies Post-2026 Digital Transition for Work Records

Ukraine's Pension Fund has announced that no penalties will be imposed for failing to submit digitized work record books after the June 10, 2026 deadline. The Fund stated that an extension of the transition period is planned, and scanned copies will continue to be accepted after this date. This deadline for digitization was established by a 2021 law, which originally set a five-year window for the process. This move provides crucial flexibility for citizens and employers during a period of national disruption.

The legislation contains no sanctions for employers or citizens who do not submit scans of their work record books. Oleksandr Maletskyi, Deputy Chairman of the Board of the Pension Fund of Ukraine, emphasized this point:

'The law does not provide for any liability for non-submission. And considering the current situation, the state of war in Ukraine, we understand that this requirement cannot be fully met in many cases.' Oleksandr Maletskyi

Maletskyi further stressed that 'the Pension Fund of Ukraine has an obligation to accept these documents—and we will accept and process them. Therefore, we will accept and process them at any time.' The urgent need for digitization primarily concerns older employment periods prior to 2021. Work periods after June 10, 2021, do not require scanned submissions, as this data is now reported automatically by employers.
