Ukraine's 'Millennial Spring' Initiative Opens Applications for 4 Billion Hryvnia in Cultural Funding

Ініціатива Весна мілленіалів в Україні анонсує старт прийому заявок на фінансування культурних проектів обсягом 4 мільярди гривень.

Competition Launched Under 'Millennial Spring'

Applications are now open for a major state-funded competition in Ukraine, part of the 'Millennial Spring' initiative designed to finance Ukrainian cultural production. The program's total budget is set at 4 billion hryvnias. The application window runs from April 3 to May 28. This initiative was launched by President Volodymyr Zelenskyy with the goal of populating the information space with Ukrainian narratives and creating an alternative to Russian content. This move is seen as a strategic effort to bolster national culture and identity during a time of conflict.

Creative Fields Covered

The program will fund projects across seven creative categories:

  • Feature films and series
  • Non-fiction (documentary) films and series
  • Animated films and series
  • Films and series for children
  • Contemporary music
  • Performing arts
  • Visual arts
  • Audiovisual shows and social media videos

As explained by Minister of Culture Tetiana Berezhna, a separate five-member expert panel, selected by lottery, will be formed to judge each category.

For winning projects in film and animation, the property rights will be held by the State Agency of Ukraine for Film (Derzhkino). For other cultural products, rights will belong to the Center for the Protection of the Information Space. License agreements will be signed with the winners. There are no restrictions on the location of production, allowing for a wide range of participants to apply.

Eligible applicants include legal entities of any organizational form, individual entrepreneurs, and other business entities registered in Ukraine. To enter the competition, participants must compile a document package, complete an application, and submit it to the designated email address for their chosen category. If submitted materials require revision, the participant will be notified within three business days.

Suggested themes for cultural projects include:

  • Ukrainian history
  • Ukraine's security and defense forces
  • Life during wartime
  • Universal human themes
  • Preservation and development of the Ukrainian language
  • Prominent historical figures
  • Folklore heritage
  • Stolen art
  • Socially important professions
  • Conscientious citizens
  • The future of Ukraine
  • Accessibility
  • Mental health
  • Natural heritage

Therefore, the 'Millennial Spring' initiative aims not only to support Ukrainian culture but also to strengthen the cultural resilience of society.

The 'Millennial Spring' program represents a significant step in developing Ukrainian culture, particularly under current challenging circumstances. Funding these cultural projects is intended not just to enrich Ukraine's information space but also to foster new forms of art that meet societal needs. This investment could have long-term positive effects on the nation's cultural identity and social cohesion.
