During a meeting in the Siberian city of Omsk, Kassym-Jomart Tokayev, Kazakhstan's president, pressed Vladimir Putin to bring the war in Ukraine to a halt. Tokayev proposed freezing the current hostilities and returning to the Istanbul negotiation track, which he described as a '2.0 formula' given the substantial progress previously achieved there. Tokayev emphasized that Astana finds the war's root causes difficult to understand. He compared the situation to the frozen conflict between Azerbaijan and Armenia, stating:
For many, including Kazakhstan, the nature of this war is not entirely clear. In the case of Azerbaijan and Armenia, we could fully grasp the origins and essence of that frozen dispute. Here, however, it is very hard to make sense of what is happening.
In response, Vladimir Putin pledged to keep Tokayev updated on developments regarding Ukraine. This engagement underscores Kazakhstan's active role in seeking a peaceful resolution to the conflict and its desire to promote dialogue.
