Trump's Peace Proposal to Putin Stalls Over Ukraine's Territorial Integrity

Trump and Putin's Search for Peace Amid Ukraine Conflict

Donald Trump has been pushing for a peace agreement with Vladimir Putin centered on economic incentives, but negotiations have faltered due to Putin's territorial demands and Ukraine's refusal to concede any land. Thomas Wright, a senior fellow at the Brookings Institution and former senior director for strategic planning at the U.S. National Security Council under the Biden administration, offers insight by drawing parallels from historical precedents.

Lessons from History and Current Diplomatic Obstacles

In 1965, U.S. President Lyndon Johnson proposed a broad development aid package to North Vietnam in exchange for halting support to insurgents in the South—a deal rejected by Ho Chi Minh. Similar difficulties characterize the current talks between Trump and Putin. Trump replaced his Ukraine envoy, Lieutenant General Keith Kellogg, with Steve Witkoff, who collaborated with Kirill Dmitriev, head of the Russian Direct Investment Fund, to draft a deal involving sanctions relief, joint business ventures, and Russia's return to the G7 as the G8. This agreement ultimately collapsed over Putin’s insistence that Ukraine surrender territory.

Trump and Putin did agree to supply Russian diesel fuel to the U.S. and global markets, but Ukrainian President Volodymyr Zelensky condemned the deal as unfair, likening it to a "birthday gift" for Putin. Trump also publicly called for replacing Zelensky, claiming he was more difficult to negotiate with than Putin. In response, Kyiv accused Washington of reducing intelligence sharing on ballistic missile launches, allegations the U.S. administration denied.

Meanwhile, the Financial Times reported that the White House is considering returning some frozen Russian assets in exchange for a partial ceasefire. Trump has exercised his authority to forgo sanctions mandated by Senator Lindsey Graham's legislation targeting Russia and Iran. Discussions within the U.S. administration also include a regional agreement to build a new pipeline supplying Europe, with profits shared between Ukraine and Russia.

Currently, the frontline in Ukraine remains largely static due to extensive drone activity. Putin continues to focus on winter attacks targeting Ukraine's energy infrastructure while waging a covert campaign against Kyiv's European allies. Should NATO countries be targeted, the European coalition might deploy air defense systems in western Ukraine. Additionally, Trump could collaborate with Elon Musk to utilize Starlink technology for strikes against Russian military assets.

In the event of mass civilian casualties, such as the downing of a commercial airliner, Russia risks being designated a state sponsor of terrorism. The Biden administration has already warned Russia about the consequences of planting incendiary devices on DHL flights. Putin likely fears that a future Trump administration might adopt a more pro-Ukraine stance and revise agreements made during his tenure. Any conflict resolution proposal would need to freeze the frontline without legally recognizing occupied territories. For nearly two years, Trump has attempted to convince Putin that peace offers greater benefits than ongoing war.

This complex scenario highlights how territorial disputes and economic interests frequently obstruct international peace efforts. The ongoing war in Ukraine continues to shape geopolitical dynamics between the U.S. and Russia and affects broader European stability. Monitoring these developments remains crucial, as the outcomes of these negotiations could determine not only Ukraine’s future but also the security landscape across the region.

As tensions continue to mount, Zelensky's refusal to meet with Putin adds another layer of complexity to the ongoing negotiations. This development not only underscores Ukraine's steadfast position on territorial integrity but also reflects the broader challenges facing diplomatic efforts in the region.
