Three-Way Consultations Between Ukraine, the US, and Russia

The administration of US President Donald Trump has confirmed that a series of three-way consultations involving Ukraine, the United States, and Russia took place on January 23-24 in the United Arab Emirates. This meeting marks a significant development in diplomatic efforts to resolve the ongoing conflict in Ukraine. A follow-up meeting is scheduled for February 1. These talks represent a notable, though complex, diplomatic initiative to address a conflict that has persisted since 2014.

White House Press Secretary Caroline Levitt described the meetings as historic, underscoring their importance for fostering dialogue between the parties. Donald Trump is personally overseeing the negotiation process, indicating a high level of US engagement in the pursuit of a peaceful settlement. The primary channels of communication are Special Representative Steve Witkoff and advisor Jared Kushner.

Outcomes of the Negotiations

The initial three-way talks concluded on January 24 in the UAE capital. Ukrainian President Volodymyr Zelenskyy reported that his delegation returned with a full briefing on the results. He noted that discussions covered various military matters, including steps to end the war and mechanisms for real control and situation monitoring. Zelenskyy also emphasized that certain issues require further preparation for the next meeting.

  • Discussion of military issues
  • Steps toward ending the war
  • Monitoring of the situation

Furthermore, the Ukrainian president stated that Ukraine would under no circumstances cede the Donbas region to Russia as part of a peace deal, stressing the need to seek compromise in this difficult process. While no new phone call between Trump and Putin is currently planned, the next steps within the trilateral framework remain a focus for all participants. The US involvement adds a new layer to the established Normandy Format talks, which have involved Ukraine, Russia, France, and Germany.

The trilateral consultations reflect an intensification of international efforts to settle the military conflict in eastern Ukraine, highlighting the critical role of diplomacy. The direct support from the US, through President Trump and his advisors, could potentially increase the chances for a stable peace, despite the profound complexity of the situation. Ukraine's clear stance on territorial integrity is a key factor that will continue to shape the course of the negotiations.
