Urban Planning Cadastre in Ukraine: Which Communities Have Already Connected to the System

The Urban Planning Cadastre at the national level (UPCD) is actively developing as a key digital tool for spatial planning of territories and managing data in the field of urban planning. According to the Ministry of Community and Territorial Development, currently 1,303 communities have received the authority of urban planning documentation customers, of which more than 1,100 have connected to UPCD.


'Connecting communities is not just a technical process. UPCD forms a full-fledged geospatial database that contributes to the development of territories, effective use of land resources, and transparency of decisions made by local governments,' the agency noted.

In UPCD, there are 2,606 active documents, including 1,433 detailed plans of territories, 1,018 master plans, and 155 zoning plans. The development of 599 urban planning documentation projects has also begun, of which 14 have already been approved, including 1 comprehensive spatial development plan for a community.


Effectiveness of UPCD


The Kyiv, Kherson, and Poltava regions have fully connected all their communities to UPCD and have started uploading urban planning documentation. This demonstrates the success of implementing digital tools in the field of territory management. UPCD is the foundation for forming a transparent spatial planning system that allows communities to centrally store, update, and publish urban planning documents.


Through UPCD, transparency in interaction with citizens, businesses, and investors is ensured, and digital master plans and comprehensive spatial development plans are created. The goal of UPCD is to ensure effective territory management and sustainable development of Ukraine through a unified digital database of spatial data.



Ukraine is actively developing the system of the Urban Planning Cadastre at the national level. Thanks to this digital tool, communities have the opportunity to carry out transparent, effective, and centralized planning of territorial development, which will contribute to sustainable growth and optimal use of land resources throughout the country.
