U.S. Proposes Peace Framework at Abu Dhabi Talks Involving Russia and Ukraine

Three-Party Talks Held in Abu Dhabi

High-level diplomatic discussions took place in Abu Dhabi on Friday and Saturday, involving the United States, Russia, and Ukraine. The talks focused on potential parameters to end the war, with American mediators presenting a proposed peace framework. U.S. officials reportedly held separate meetings with both Russian and Ukrainian negotiators. A significant development was a direct meeting between Russian and Ukrainian representatives, which occurred without American participation.

The Russian delegation was led by Admiral Igor Kostyukov, head of the GRU. During the negotiations, all delegations met with UAE President Sheikh Mohammed bin Zayed Al Nahyan.

These diplomatic efforts unfolded against the backdrop of ongoing Russian attacks, which reportedly involved 370 attack drones and 21 missiles of various types. According to a UAE government spokesperson, the discussions were conducted in a constructive and positive atmosphere. This included direct interaction between Russian and Ukrainian representatives concerning unresolved elements of the U.S.-proposed peace framework and potential confidence-building measures.

Volodymyr Zelenskyy noted that military representatives had identified a list of issues for a potential follow-up meeting, which could take place as early as next week, provided there is a readiness to move forward.

A subsequent round of talks is scheduled for next week.

These negotiations represent a significant step in the search for a peaceful resolution to the conflict between Russia and Ukraine, indicating a notable intensification of diplomatic efforts from all sides. The direct engagement between Russian and Ukrainian officials, a rare occurrence since the full-scale invasion began, could create new avenues for compromise despite continued hostilities.
