Sharp Increase in Ukraine's Tourism Tax Revenue

Ukraine's tourism tax revenue saw a significant 23.6% year-on-year increase in the first quarter of 2026. Collections for this period reached 82.2 million hryvnias, up from 66.5 million hryvnias in the same quarter of 2025, representing a monetary increase of 15.7 million hryvnias. This tax is a key tool for local governments to fund development projects.

Leading Regions in Tourism Tax Contributions

The capital city and western regions were the top contributors. The regional ranking for tourism tax payments in Q1 2026 is as follows:

  • 1. Kyiv — 17.9 million hryvnias
  • 2. Lviv Oblast — 16.4 million hryvnias
  • 3. Ivano-Frankivsk Oblast — 12.3 million hryvnias
  • 4. Zakarpattia Oblast — 7.5 million hryvnias

The tourism tax rates in Ukraine are tied to the minimum wage as of January 1st. For domestic tourism, the maximum rate is 0.5% of the minimum wage, capping the daily charge at 43.24 hryvnias. For inbound tourism, the maximum rate is 5% of the minimum wage, with a maximum daily charge of 432.35 hryvnias. Each local community independently sets its specific percentage within these legal limits.

Funds generated from the tourism tax are earmarked for specific purposes and remain at the disposal of the local communities that collect them. Primary funding areas include:

  • Enhancing tourist appeal
  • Improving infrastructure, such as road repairs and park development
  • Social protection programs, education, and healthcare
  • Initiatives supporting local defense capabilities and security

The rise in tourism tax revenue points to a recovery in tourist activity within Ukraine, likely linked to an improved security situation and growing interest in domestic travel. This growth provides new opportunities to finance local projects that boost infrastructure and improve the quality of life for residents.
