Investing in Ukraine's Urban Energy Resilience
Ukraine has committed 20 billion hryvnias in 2025, via the Prozorro procurement system, to bolster the energy resilience of its cities. These funds are designated for acquiring heating equipment, uninterrupted power sources, generators, and solar power plants. The largest contract values are concentrated in the Kyiv, Kharkiv, Mykolaiv, Dnipropetrovsk, and Sumy regions.
This represents a significant increase from the over 13 billion hryvnias contracted for similar needs in 2024. The largest single contract in 2025 is valued at 8.1 billion hryvnias, of which 3.4 billion hryvnias was spent on procuring modular boiler houses. The procurement methods used were as follows:
- 29% of purchases via open bidding with special features
- 64% through direct agreements
- 3% via request for price proposals
- 4% using a simplified procedure
On average, 2.4 companies participated in bids for the goods, services, and works required to enhance urban energy resilience.
The Kyiv region was the clear leader in total contract value, securing 9.6 billion hryvnias. The Kharkiv region contracted nearly 2.4 billion hryvnias, Mykolaiv – 1.9 billion, Dnipropetrovsk – 999 million, and Sumy – 617 million. An additional 1.3 billion hryvnias was allocated for purchases without a specified region, 99% of which are linked to defense requirements. This massive investment is a direct response to the critical need to protect civilian infrastructure and maintain essential services.
Procurement of Cogeneration Units
In 2025, over a thousand procurements related to the purchase and installation of cogeneration units appeared on Prozorro, with a total contract value of approximately 4.7 billion hryvnias. According to Ukraine's Ministry for Communities and Territories Development, the country has received:
- 566 cogeneration units
- 368 modular boiler houses
- 28 gas turbine units
For instance, the municipal enterprise 'Kharkiv Metro' signed three agreements worth 628 million hryvnias with the Czech company RSE s.r.o. to purchase 13 cogeneration units. The peak period for orders to install these units was November, when contracts worth 786 million hryvnias were signed.
The Kyiv region contracted the most funds for installing cogeneration units—over 1.9 billion hryvnias—followed by Kharkiv region with 1.6 billion hryvnias, and Zaporizhzhia region in third place with 423 million hryvnias. In 2025, roughly 3.4 billion hryvnias was also spent on procuring, installing, and repairing modular boiler houses. For uninterrupted power sources and related services, 4.6 billion hryvnias was contracted, with the largest single contract for such sources at PrivatBank amounting to 364 million hryvnias.
The municipal enterprise 'Kyivteleservis' contracted 133 million hryvnias for uninterrupted power supplies, while 'Kyiv Metro' contracted 165 million hryvnias for nine systems from the German manufacturer Benning. The joint-stock company 'Ukrnafta' signed a 1.9 billion hryvnia contract with the German contractor Siemens Energy AB for gas turbine equipment. Meanwhile, LLC 'Gas Transmission System Operator of Ukraine' signed two agreements to purchase seven gas turbine generator sets for a total of 1.3 billion hryvnias.
Additionally, the public joint-stock company 'AK Kyivvodokanal' ordered nine diesel generators for 243 million hryvnias. The EU and Germany jointly financed the purchase of 143 generators for over 100 medical facilities across 20 regions. Dnipro City Council signed five agreements to acquire solar power plants for 194 million hryvnias. The municipal enterprise 'Centralized Procurement Organization' of Dnipro City Council contracted 21.3 million hryvnias for solar power stations for lyceums in cooperation with LLC 'MBK Synergy', with which it has signed contracts totaling over 200 million hryvnias.
These substantial investments underscore the state's active efforts to strengthen Ukraine's energy infrastructure amid ongoing challenges. Enhancing energy security is vital for ensuring regional stability and development, particularly given defense needs and critical social infrastructure. This push also aims to reduce dependence on external energy sources and improve the country's environmental outlook.
