Ukraine recorded 168,778 births in 2025, continuing a multi-year trend of declining fertility. The birth rate fell by 4.5% compared to the previous year. This decline is part of a larger demographic contraction, following a sharp 25% drop in 2022 and a 6% decrease in 2024. Overall, the number of births in 2025 was 1.6 times lower than the figure for 2021.

In the same year, the country registered 485,296 deaths, resulting in a ratio of approximately three deaths for every newborn. During the first six months of 2025, 86,795 babies were born, while 249,002 people died. A modest positive note was a 2% reduction in the mortality rate for 2025, a slight improvement against a backdrop of rising deaths in prior years. These demographic shifts are occurring within the context of a nation managing the profound social and economic impacts of ongoing conflict.

Regional Variations in Birth and Death Rates

Birth rates varied significantly across Ukraine's regions. The highest numbers of births were recorded in:

  • Kyiv City (19,410, representing 11.5% of the national total)
  • Lviv Oblast (15,875)
  • Dnipropetrovsk Oblast (12,754)

Only a few regions saw an increase in births, including Lviv Oblast (up 1.5%, or 230 more newborns) and Volyn Oblast (up 0.6%, or 44 more infants).

Conversely, the most significant declines in birth rates were observed in:

  • Kherson Oblast (-16%)
  • Zaporizhzhia Oblast (-11%)
  • Dnipropetrovsk, Sumy, Chernihiv, Kharkiv, and Chernivtsi Oblasts (all at -9%)

Regarding mortality, the highest numbers of deaths were registered in:

  • Dnipropetrovsk Oblast (52,559)
  • Kyiv City (36,296)
  • Kharkiv Oblast (34,670)

Regions with rising mortality included Chernivtsi, Cherkasy, Ivano-Frankivsk, Ternopil, and Lviv Oblasts, while Rivne and Poltava Oblasts experienced a decrease in deaths.

The 2025 demographic statistics highlight persistent challenges in both fertility and mortality, with stark regional disparities that demand further analysis and targeted policy responses from the state.

This data reflects concerning demographic trends in Ukraine that could have serious long-term consequences for the country's economic and social development.

The falling birth rate and high mortality underscore the urgent need for effective policies aimed at improving living conditions, healthcare, and support for young families.
