Suspect Detained for Illegal Possession of Explosive Devices

Law enforcement in the Brovary district, specifically in the city of Berezan, has apprehended a 27-year-old local resident for unlawfully holding explosive items. According to the Kyiv region police, a search of the suspect's premises uncovered a substantial cache of dangerous materials, including:

  • 5 F-1 fragmentation grenade bodies,
  • 26 RGO hand fragmentation grenade bodies,
  • 25 UDZ fuses for hand grenades.

The individual was arrested under Article 208 of the Criminal Procedure Code of Ukraine. He has been charged under Part 1 of Article 263 of the Criminal Code of Ukraine, which addresses the illegal acquisition and storage of ammunition. The suspect is now in a temporary detention facility, with the Brovary District Prosecutor's Office overseeing the case.

Debate Over Firearm Legislation

Notably, in February 2022, the Verkhovna Rada voted on a draft law concerning the use and circulation of firearms, which passed its first reading but has not advanced since. In discussions about gun policy, the head of the Presidential Office, Kyrylo Budanov, commented:

'Distributing weapons will not ensure real protection and could lead to a significant rise in violence.'

He further stated that such an approach 'has never worked and will not work now.' Conversely, Minister of Internal Affairs Ihor Klymenko argued that 'people should have the right to armed self-defense,' especially given the experience at the start of the full-scale invasion when civilians were given weapons for national resistance.

The issue of illegal explosive storage remains pressing, as a terrorist attack in Kyiv on April 18 underscored the urgent need for stricter arms control across the country. This incident highlights the severity of illegal weapons trafficking in Ukraine, particularly amid ongoing military conflicts and terrorist threats. Authorities continue to struggle with balancing citizens' rights to self-defense against the imperative of public safety—a challenge that is especially critical under current conditions. Legislative efforts in this area stay on the agenda as security and legal landscapes evolve.

The issue of illegal possession of explosives is not isolated, as evidenced by a recent case in Vinnytsia, where a man was charged for keeping a grenade at his home and threatening his wife. This incident further emphasizes the ongoing challenges related to weapon control in Ukraine. For more details on this alarming situation, see the full story here.
