Man Faces Up to 3 Years in Prison for Damaging Ukrainian Flag in Daugavpils

Чоловікові загрожує до трьох років ув'язнення за пошкодження державного символу України в Даугавпілсі.

Incident in Daugavpils

A 23-year-old man has been detained in Daugavpils, Latvia, for damaging the Ukrainian flag. The incident occurred in March near a local business, where the suspect tore down and vandalized the Ukrainian banner that had been displayed alongside the Latvian flag. A female employee of the company discovered the damaged flag.

The offender is a local resident born in 2003. The Southern Latgale Police Department has opened proceedings regarding the incident. Under Article 78, Part 1 of the Latvian Criminal Code, the penalties for this violation include:

  • imprisonment for up to three years,
  • community service, or
  • a substantial fine.

International Response

This event takes place against the backdrop of broader European policies concerning Ukraine. Latvia has announced its intention to join an agreement to establish a special tribunal for the crime of Russian aggression. Additionally, the European Commission has approved a proposal to begin the process of the EU becoming a founding member of this special tribunal. In 2026, Ukraine and its partners plan to start work on creating the Special Tribunal.

Furthermore, Ukraine has signed the Council of Europe Convention on a Compensation Mechanism and has agreed to set up a compensation commission. These steps reflect a surge in international efforts to protect Ukraine's rights and restore justice.

The arrest of the man for damaging the Ukrainian flag underscores the importance of respecting national symbols amid the current situation in Ukraine. The incident can be seen as an attempt to discredit Ukrainian identity—a matter of heightened significance during the ongoing conflict. At the same time, the response from Latvian authorities and the international community demonstrates a serious commitment to Ukraine’s rights and cultural symbols, which could positively influence future relations between Latvia and Ukraine.

The recent case in Daugavpils is not an isolated incident. A similar occurrence took place in Lithuania, where a man received a 90-day sentence for disrespecting the Ukrainian flag.
