Kyiv Shelters: Nearly All Schools Equipped, But Kindergartens Bar Outside Access

Shelters have now been established in nearly all of Kyiv's educational facilities, yet kindergartens strictly prohibit access to non-staff and non-enrolled individuals during air raid alarms. A specific marker indicating this restriction will be added to the city's online shelter map. Officials report that approximately 98% of the capital's schools and kindergartens now have designated shelters. This marks a significant improvement from the start of the full-scale invasion, when less than half of educational institutions had usable shelters, with many basements locked or filled with clutter.

Since then, most municipal educational facilities have cleared out, repaired, and ventilated their basement shelters. According to Valentyn Mondryivskyi, the city's overall shelter situation is now 'at a good level.' While residents from nearby buildings may use school shelters during alarms, efforts are made to separate children and adults within different sections of the shelter during school hours. This ongoing conflict has necessitated a complete overhaul of civilian safety infrastructure, particularly for the most vulnerable.

Updating Information and New Shelter Construction

Kindergartens have been listed on the city's shelter map since the war began. Specialists are currently working to update this information, and the map will soon feature a clear notation stating that kindergarten shelters are reserved solely for children and staff involved in the educational process. 'It is not permitted in a kindergarten because, according to the law, access by outsiders to places with small children is prohibited,' Mondryivskyi explains, citing child protection legislation.

Furthermore, Ukraine plans to construct new shelters specifically for medical facilities and kindergartens. These new shelters will be built in six regions of Ukraine, aiming to enhance the safety of children and medical personnel during wartime. This national effort underscores the critical priority of protecting civilians as the conflict continues.

The increase in the number of shelters and their modernization reflects the state's efforts to improve conditions for learning and protection.
