Plans for New Water Crossings in Kyiv

The city of Kyiv is preparing to construct combined water crossings across the Dnipro River along with the necessary access routes. This initiative requires securing a budget of one billion hryvnias, as recommended by the government. The project was discussed during the Kyiv Defense Council meeting on October 27. The idea originates from the national government, which has already passed a formal resolution supporting the construction.

The locations for these new crossings will be determined by military command, while the Kyiv City Military Administration will approve their exact placement. During the meeting, special attention was given to the security of existing bridges, especially amid intensified attacks on critical infrastructure by enemy forces. Kyiv’s specialists are actively working on technical solutions to protect the structural integrity of the city’s bridges spanning the Dnipro.

Vitaliy Klitschko emphasized that 'city experts from specialized institutions are developing additional technical measures to preserve the structural stability of the bridges crossing the Dnipro River.'

Discussions on Shelters and Safety Measures

In addition to infrastructure, the Defense Council also reviewed the maintenance, construction, and improvement of shelters, including mobile options. Information on shelter arrangements was provided by the leadership of the Security Service of Ukraine (SBU) in Kyiv and the Kyiv region. Earlier in October, during a Kyiv City State Administration (KCSA) meeting, Mayor Klitschko instructed district heads to prioritize funding for shelter facilities and to reallocate budgets accordingly within districts.

Klitschko stressed: 'I reiterated during the mid-October KCSA meeting that district leaders must prioritize shelter funding and not avoid the issue of deploying mobile shelters.'

Furthermore, on October 27, the KCSA urged media outlets, channel administrators, and social media users to refrain from sharing photos and videos showing damage to bridges, particularly the Southern Bridge. The administration explained that detailed images could aid enemy reconnaissance efforts. Residents have been asked to share only official images and videos, avoid posting material that reveals the extent of damage, and to remove any previously posted sensitive content.

The KCSA reminded the public: 'Ukrainian law imposes criminal liability for disseminating certain information regarding the consequences of enemy attacks.'

Constructing new crossings over the Dnipro is a critical step in strengthening Kyiv’s transport infrastructure, especially under ongoing military threats. The military’s involvement in site selection and safety assessments highlights the priority given to security amid conflict. Combined with proactive measures on shelters and bridge protection, these efforts demonstrate the city’s comprehensive strategy to safeguard both vital infrastructure and its citizens. In light of current challenges, successfully implementing these plans could significantly enhance safety throughout Kyiv.

In light of the ongoing efforts to enhance Kyiv's infrastructure, the city government has recently approved a substantial investment aimed at establishing backup crossings over the Dnipro River. This initiative reflects a broader strategy to bolster security and ensure efficient transport routes in response to current challenges.
