Draft Evasion Cases Emerge Across Ukraine
On June 4, the Obolonskyi District Prosecutor's Office in Kyiv announced charges against a 41-year-old resident of the Kyiv region. He allegedly offered a military conscript a way to avoid mobilization for a fee. The suspect is said to have set up a plan that involved a fake enrollment in a local territorial defense volunteer unit (DFTH) and a sham job as a janitor at a municipal utility company in the Kyiv area. The service cost $4,000, with the suspect collecting a $500 deposit for help joining the volunteer group. During a search of his home, authorities seized bank cards and mobile phones. His actions are being prosecuted under Article 369-3, Part 3 of the Criminal Code of Ukraine, which carries a penalty of up to eight years in prison and asset forfeiture.
Crackdown on Draft Evasion Networks
In Lviv, authorities also uncovered a father-and-son duo involved in smuggling conscripts across the border. Those detained include former local council deputy Roman Butlyar, 66, and his son Bohdan, 46, a private entrepreneur. Their alleged activities date back to February of this year.
In the capital, a charity director was sentenced for operating an illegal cross-border smuggling ring for men, charging $12,000 per person. That case dates to the summer of 2023. Meanwhile, in the Dnipropetrovsk region, police exposed twin sisters who ran a scheme to help men dodge the draft by falsifying disability documents to enable travel abroad.
Initially, the suspect instructed the man to join a territorial defense volunteer unit, claiming it was a necessary first step toward getting a job and a deferment. He immediately took $500 from the man for assistance with enrollment. Later, during a phone call, the offender demanded that the client transfer additional funds to his bank account.
