Kyiv Man Faces Fine for Shoveling Snow Onto Road and Bus Stop

On February 5th, a man in Kyiv was issued an administrative protocol for shoveling snow from a sidewalk onto a roadway and a public transport stop. This action created a traffic obstruction. The incident occurred at 21 Velyka Zhytomyrska Street, where the man was clearing snow.

Patrol police were inspecting the road network around 3:00 PM in Kyiv's Shevchenkivskyi district. During the inspection, they discovered a citizen attempting to clear snow, but he was throwing it onto a public transport boarding area. Consequently, route vehicles could not stop at the bus stop due to the significant snow accumulation. The patrol officers held an explanatory conversation with the man.

Legal Consequences

The protocol was drawn up under Part 1 of Article 139 of the Code of Ukraine on Administrative Offenses (CUAO), which provides for liability for damaging roads, streets, road structures, or creating obstacles to traffic. The case materials were forwarded to the court, where a decision on further action will be made. According to the law, this offense carries a fine of 30 non-taxable minimum incomes or community service lasting from 40 to 60 hours. In Ukraine, administrative fines are often calculated based on these minimum income units, which are set by the state.

It should be noted that on that day, Kyiv experienced icy conditions and fresh snow, with air temperatures ranging between -4 and -6 degrees Celsius (approximately 21 to 25 degrees Fahrenheit).

This incident underscores the importance of following rules for maintaining roadways and sidewalks during winter. Improper snow removal can lead to dangerous road situations, which in turn jeopardizes the safety of drivers and pedestrians. The city authorities urge citizens to comply with regulations and ensure unobstructed movement of public transport during winter conditions.
