Anti-Corruption Standards for Recovery Approved in Ukraine: What Will Change

A public presentation of the compliance policy of the State Agency for Reconstruction and Development of Infrastructure of Ukraine took place in the capital. This document outlines the main approaches to ensuring integrity, transparency, and accountability in the recovery processes. Deputy Minister Artem Rybchenko participated in the event.


The compliance policy condemns corruption within the Agency, establishes clear roles for management and departments, a risk assessment system, channels for reporting violations, and whistleblower protection. Training for employees, internal audits, and KPIs in the field of integrity are also provided.


“The compliance policy is a foundation for the rule of law, as it ensures transparent and fair processes and puts the interests of citizens at the center of decision-making. For the Agency, this is not a formality but an effective tool for risk management, distribution of responsibility, and building trust. Its implementation makes our recovery more open and strengthens cooperation with international partners,”
- emphasized Rybchenko.


The creation of this document confirms Ukraine's adherence to international governance standards and the establishment of a transparent and accountable system for project implementation.


For Ukraine, which has the largest recovery program since World War II, such a policy is an important tool for strengthening trust in the use of public and donor funds. It ensures transparent, controlled, and corruption-resistant procedures for the selection, implementation, and monitoring of projects.


It was developed by the State Agency for Infrastructure Development of Ukraine in collaboration with the public organization Foundation for Institutional Development with the support of UNDP Ukraine and funded by the Government of Japan.
