Authorities in Kyiv have uncovered a widespread bribery scheme within a municipal hospital, orchestrated by department heads and the medical director. Physicians were compelled to pay fees to perform surgeries and secure exemptions from military mobilization. Details of the Extortion Operation and Its Impact
The illegal system was initiated in early January 2026. Every Friday, doctors made payments of 1,000 hryvnias per surgery or medical procedure. The department head acted as the collector, maintaining detailed records of procedures and calculating the total amount to be submitted to a secret fund. Surgeons who refused to comply faced threats such as:
- revocation of their operating privileges
- cancellation of their military exemption status
- reassignment to administrative duties without clinical work
Over several months, investigators meticulously documented the financial transactions. One surgeon reportedly paid more than 40,000 hryvnias to retain the right to operate. Charges have now been filed against three medical employees. The court has ordered detention with bail options of 266,000 hryvnias for two department chiefs. The hospital's medical director was placed under house arrest, restricted from leaving their residence between 9 PM and 6 AM.
