Housing Vouchers in Ukraine
In Kyiv, 491 housing vouchers have already been reserved through the eRecovery program, while in the Kyiv region that figure stands at roughly 300. The highest number of reservations has been recorded in Dnipropetrovsk Oblast, where over 672 vouchers have been booked. A home purchased with a housing certificate cannot be sold for five years.
Program 'Housing for IDPs from Temporarily Occupied Territories'
A major milestone in providing housing for displaced people came with the launch of a new phase of the state program 'Housing for IDPs from Temporarily Occupied Territories' on May 1, 2024. Displaced individuals from temporarily occupied areas can now reserve funds for home purchases through the Diia app. The government has allocated 6.6 billion hryvnias to the program, enough to cover housing for approximately 3,300 families. The program operator, Ukrposhta, sends a booking confirmation within five business days. Once confirmed, recipients have 60 days to finalize the purchase agreement.
Since the program began, 160 families who lost their homes due to the war have already bought new housing under the eRecovery initiative. According to the Ministry of Communities and Territories Development, 'it is possible that some applicants from other cities, for whom funds have already been reserved, are considering purchasing property in the capital, which could also affect demand in this segment.'
It is worth noting that the housing voucher is valid for five years and can be used for:
- purchasing a ready-made apartment or private house;
- investing in a construction-in-progress project;
- using the amount as a down payment under the eOselya mortgage program.
This program aims to ease housing conditions for those in need and to help restore Ukraine's housing stock.
