Authorities in Kyiv have dismantled a family-run operation involved in the illegal smuggling of men across the state border. The suspects are a 45-year-old father and his 24-year-old son, who orchestrated a scheme to transport individuals abroad for a substantial fee. According to the city prosecutor's office, their services were priced at $13,000 for a trip with a planned return and $15,000 for a one-way escape.

Arrests and Legal Charges

Reports indicate that during a meeting, the organizer demanded an upfront payment of $10,000. Both men were detained by law enforcement under Article 208 of the Criminal Procedure Code of Ukraine. The Obolonskyi District Prosecutor's Office in Kyiv has formally notified them of the suspicions. The father's actions are classified under Part 3 of Article 332 and Part 3 of Article 369-2 of the Criminal Code of Ukraine, while the son will face charges as an accomplice.

This case is part of a broader pattern of smuggling conscription-age men out of the country. In August 2025, another similar smuggling channel was exposed in Kyiv, involving a 42-year-old local resident. Additionally, a 35-year-old Kyiv resident will stand trial for allegedly helping a man liable for military service leave the country for a $20,000 fee. The plan involved transporting the client from the Lviv region to Romania by car, bypassing checkpoints. These incidents point to the existence of organized networks exploiting the country's martial law status.

The exposure of this family-run scheme underscores the urgent need to combat the illegal departure of individuals subject to military service, a significant challenge for Ukrainian authorities amid the ongoing conflict. The rise in such cases suggests persistent demand for these services, which may reflect underlying social and economic pressures within the country.
