Smuggling Ring for Conscription-Age Men Busted
Authorities in Ukraine's Lviv region have dismantled an illegal scheme to transport men eligible for military service across the border, orchestrated by a customs clearance inspector. At least three individuals have been detained, including a soldier serving under contract. All participants have now been formally notified of the suspicion against them.
How the Illegal Operation Worked
The scheme involved smuggling men who lacked legal grounds to leave the country by using passports belonging to elderly individuals. The specific documents exploited were:
- The passport of the customs officer's deceased 70-year-old father;
- The passport of a 77-year-old relative of a driver also involved in the illegal activity.
The price for this service was set at $15,000 per person. At least three individuals were illegally transported, one of whom, as noted, was an active-duty serviceman. This case highlights the severe challenges Ukraine faces in enforcing its wartime mobilization laws.
During searches, law enforcement seized documents, mobile phones, and two vehicles, which have been impounded. All members of the scheme, including the customs officer, have been notified of suspicion under Part 3 of Article 332 of Ukraine's Criminal Code. The court has imposed the following pre-trial restrictions:
- The customs officer is to be held in custody, with bail set at over 1.6 million hryvnias;
- His civilian accomplice faces bail of 884,000 hryvnias.
The customs officer has already been suspended from his duties, while the preventive measure for a border guard involved is still being decided.
Investigators are continuing to identify other individuals connected to this criminal activity. The Office of the Prosecutor General notes that the men were smuggled using the passports of elderly people, but once on foreign soil, they used their own genuine documents.
This case underscores serious systemic issues with compliance regarding the legal departure of men subject to military service, particularly under martial law. Uncovering such schemes is a critical step in combating illegal migration and safeguarding Ukraine's national security interests during the ongoing conflict.
