Proposal to Inspect Fitness Centers for Draft Evaders

Yuriy Hudymenko, head of the Anti-Corruption Council at Ukraine's Ministry of Defense, has suggested conducting checks at gyms to identify military-age men who may be improperly avoiding service. This proposal stems from Hudymenko's observation that fitness centers are packed with individuals who, in his view, should not be there given their military obligations.

'I am genuinely tired of simultaneously seeing gyms completely filled with some buffed-up guys who are obviously deferred by someone, yet clearly not at work right now—and at the same time watching videos about yet another scandal where military enlistment offices have exceeded their authority.' Ukraine may revise its employee deferment rules due to a shortage of mobilization resources. Such changes could allow the military to recruit skilled specialists from enterprises by revoking their deferments. Hudymenko also emphasized that efforts are already underway to address this issue.

Reform of the Ukrainian Armed Forces

Separately, President Volodymyr Zelenskyy has announced the launch of a reform of Ukraine's military. Key reform directions were agreed upon in April, with military command and the government finalizing a formula for change. Zelenskyy signed bills No. 15197 and No. 15198, which extend martial law and general mobilization in Ukraine for 90 days starting May 4, 2026. As a result, army reform and changes to the deferment system for conscripts have become pressing issues under current circumstances.

These initiatives reflect growing concern among Ukrainian authorities about mobilization resources and the need to optimize the use of specialists within military structures. Amid a prolonged war and the necessity of maintaining national defense capabilities, such reforms could significantly impact the army's composition and ensure more efficient use of human resources. It is also worth noting that changes to deferment rules may spark widespread public debate and controversy over the fairness and transparency of the mobilization process.

Amid these proposed inspections, the Ukrainian Parliament is also deliberating a comprehensive review of draft exemptions, which could significantly impact many individuals currently enjoying deferment status. As the situation evolves, understanding the potential consequences of these legislative changes is crucial for those affected.
