A second former senior BND official, Manfred D., was also arrested for passing classified information. The investigation began in 2026 following the accidental discovery of secret documents during a search unrelated to Hanning.

Now 80 years old, Hanning also served as the State Secretary at Germany’s Ministry of the Interior. Investigators allege he received confidential materials from a former subordinate, including sensitive information on Iran’s nuclear program and the Russian military. The Federal Prosecutor’s Office confirmed the arrests, accusing Hanning of treacherous spying, gathering state secrets, attempted treason, and intelligence activities.

The arrests took place early morning at Hanning’s residence in Nordwalde near Münster. Meanwhile, Manfred D., who headed Hanning’s office and was detained in Bavaria, reportedly transferred secret documents to Hanning for financial gain, continuing at least until 2022. Authorities estimate that around 2,000 classified files may have been passed along, many of which were prepared for intelligence briefings at the Federal Chancellery.

The seized materials included:

  • Assessments of Iran’s nuclear program,
  • Information on the Russian armed forces,
  • Data from foreign intelligence agencies unrelated to Russia.

It is believed Hanning may have used some of this sensitive intelligence to support foreign security analysis and reportedly communicated with a foreign agent using these secret documents.

The probe began after a September 2025 raid by Hamburg police on Hanning’s home and offices as part of an investigation into Christina Block. During the search, authorities uncovered an electronic device containing classified BND documents that Hanning was unauthorized to possess. The latest files found dated back to June 2022. These materials were handed over to federal agencies after their discovery by Hamburg’s criminal police.

In May 2026, the Federal Prosecutor’s Office launched a classified inquiry, with some secret information provided by allied intelligence services. As of now, Hanning’s guilt has not been proven in court. He remains a resident of Nordwalde near Münster.
