Overview of Public Health Spending in H1 2026
In the first half of 2026, total state budget outlays for healthcare, including transfers, stood at 109.8 billion hryvnias. Of this, 91 billion hryvnias went toward the medical guarantees program, which covers emergency, primary, and specialized care as well as drug reimbursement.
How the Medical Guarantees Program Funds Were Allocated
Within the medical guarantees program, 6.7 billion hryvnias were designated for emergency care, 14.1 billion for primary care, 65.5 billion for specialized care, and 4.7 billion for reimbursement of medications and medical devices.
Roman Yermolychov, First Deputy Minister of Finance, stated: 'The medical guarantees program is now a critical factor influencing the health and survival of people during wartime. The Ministry of Finance fully and promptly funds the healthcare expenditures stipulated in the state budget. This is a matter of national stability. We will keep prioritizing medical sector spending when executing the state budget.'
