New rules for the formation of electricity bills are being prepared in Poland. The separate subscription fee will be removed from the distribution part, but at the same time, a fixed payment for customer service will be introduced in the sales section. The changes do not guarantee a reduction in the final amount. This is reported by InPoland.
The Polish Ministry of Energy has prepared a draft regulation aimed at making bills clearer. It will affect more than 16 million households but still has to go through the approval process.
How will electricity bills change in Poland in 2027
Currently, the subscription fee in the distribution part covers the costs of reading and checking the meter, billing, and other administrative operations. Due to the widespread use of remote reading meters, energy company workers are less frequently required to personally record readings.
The ministry proposes to remove the subscription fee as a separate item in the distribution section. The costs of reading and monitoring meters will be included in the fixed component of the grid tariff.
At the same time, in the sales part regarding electricity, the fixed costs of the supplier will be displayed separately. This includes, in particular:
- preparation and sending of bills;
- operation of contact centers;
- maintenance of service offices;
- other administrative costs of the supplier.
Currently, some of these costs are built into the price of each kilowatt-hour consumed. After the reform, consumers will separately see the cost of electricity and the fixed subscription component of the seller. This is expected to simplify the comparison of tariffs and market offers.
Will electricity bills in Poland decrease from 2027
Automatic reductions in payments are not provided. One item will disappear from the distribution part, but the related costs will partially move to the fixed network rate. In addition, the costs incurred by the supplier for customer service will be shown as a separate line.
Exact amounts will be known after the tariffs for 2027 are approved. The final bill will still depend on the price of electricity, consumption volume, distribution rates, taxes, and other mandatory payments.
Owners of remote reading meters will have one more option. Suppliers will be required to inform them of their right to refuse forecast payments and switch to billing based on actual consumption. Such a transition will be voluntary.
The regulation is expected to come into force in the autumn of 2026. In practice, consumers should see the new payment structure in the bills for the tariffs of 2027.
