In the Poltava region, the first regional forum Polaris was held, where the distribution of governmental powers among different levels of government was discussed. Deputy Minister Oleksiy Ryabikin stated that this distribution is key for the convenience of citizens and the quality of service delivery. Representatives of public and private organizations were present at the event, who assessed the contribution of Sweden and the Polaris program in supporting the development of reforms in Ukraine.
In addition, the Ministry plans to issue a law on delineating powers between levels of government based on European principles of the rule of law. This document will clearly outline the rules and conditions for the distribution of powers among state bodies and ensure they are adequately resourced.
In the next stage, the adoption of a law on sectoral delineation is planned, which will further clarify cooperation among various layers of government. The forum also involved representatives of civil society and international partners who contributed to discussions on the development of a multi-level governance system.
