Reserve+ App Introduces Military Occupational Specialty Code 999

The Reserve+ application now includes a new entry—military occupational specialty code 999—which indicates that a conscript requires basic combined arms training. Ukraine’s Ministry of Defense clarified that this code does not block deferment or reservation; it simply records the individual’s lack of prior military experience.

Code 999 is assigned to individuals who have never completed military service or training exercises. According to Ministry of Defense Order No. 317, this regulation is based on Article 39 of the Law on Military Duty and Military Service. In the event of mobilization, those with code 999 cannot be sent directly to the front lines; they must first undergo basic combined arms training.

Lawyer Pavlo Hretchenko explained that the code is automatically applied to all men who have been reclassified from the conscript category but have never served in the army. If an individual previously served but their data is missing from the electronic registry, the code may appear erroneously.
