In Ukraine, in August, a decrease in the average salary was recorded at 2.2%, and wage debts reached 3.5 billion UAH. The highest incomes are traditionally in the capital, while the lowest are in Chernivtsi region. This was reported by the State Statistics Service.
What was the average salary in Ukraine in August 2025
According to the State Statistics Service, the average salary of employees in August was 25,911 UAH, which is 588 UAH less than in July (26,499 UAH). The highest salaries are in Kyiv - 39,535 UAH. Among regions, the leaders are Luhansk region with an average income of 32,541 UAH and Dnipropetrovsk - 26,779 UAH. In contrast, the lowest salaries are in Chernivtsi (18,451 UAH) and Kirovohrad (18,778 UAH) regions.
Where are the highest and lowest salaries in Ukraine in August 2025
By type of activity, the highest salaries are in IT and telecommunications - 65,213 UAH. Significant incomes are also reported for employees in air transport (57,582 UAH) and the financial and insurance sector (52,269 UAH). Meanwhile, the lowest salaries are for education workers - 14,432 UAH, culture (libraries, archives, museums) - 14,379 UAH, and in the arts and entertainment sector - 14,015 UAH.
Wage debts have increased
As of September 1, the wage debt reached 3.5 billion UAH. The largest debts have accumulated in the public sector and industrial enterprises. Economists associate the decrease in salaries with seasonal fluctuations and a decrease in demand for labor in certain industries.
According to the State Statistics Service, in 2024 wage debts grew monthly. The budget sectors - education and culture, where incomes remain consistently low, suffer the most. Experts emphasize that government support programs and control over payments are necessary to solve the problem.
