New Law on Safety in Schools: Who Will Be Forbidden to Enter the Territory

A new law on safety in Ukrainian schools has been adopted. Its content provides specific measures to protect students and teaching staff.


The developers of the bill note that previously there were no clear norms in the legislation regarding the regulation of access for outsiders to school buildings and territories.

According to the new law, school administration must take a number of measures to ensure safety, including fencing the territory, installing a modern security system, and monitoring the presence of visitors.



  • Persons under the influence of alcohol or drugs are prohibited from visiting schools.

  • Access with dangerous objects or substances to educational institutions is also prohibited.

  • Aside from guide dogs, other animals are also not allowed on school premises.


Teaching staff and other employees who have contact with students must have a clean reputation.



  • Individuals with a criminal past, particularly in cases of crimes against sexual freedom or sexual inviolability, are prohibited from working in educational institutions.

  • Crimes against children or failure to fulfill caregiver duties are also grounds for refusal of employment.


The new law emphasizes preventive measures to prevent offenses and create a safe atmosphere for student learning.


The goal of the law is to ensure safety in schools and create equal conditions for all children learning in Ukraine.
