Ternopil to Purchase 12-Meter Trolleybuses for 2 Million Euros from the EU

Ternopil plans to update its public transport fleet through funding from the European Investment Bank. The city has announced a tender for the purchase of new trolleybuses as part of the project «Urban Public Transport of Ukraine». This was reported by the Ternopil City Council.

The tender announcement has already been published in the Official Journal of the European Union. The procurement plan includes the purchase of new low-floor trolleybuses, as well as equipment for their maintenance.

Trolleybuses for Ternopil: What the New Tender Includes

According to the procurement conditions, the city plans to receive modern 12-meter low-floor trolleybuses. The total cost of the project is 2 million euros excluding VAT and customs duties.

According to the technical requirements, the vehicles must be manufactured no earlier than 2025. Trolleybuses should be two-axle, single-section and have a low floor.

The capacity of one trolleybus should be at least 100 passengers. The interior is to include at least 32 seats.

New Electric Transport in the City: Comfort and Accessibility Requirements

The technical specifications separately outline accessibility requirements for various categories of passengers.

The interior of the trolleybuses must be equipped with:

  • space for a passenger in a wheelchair

  • space for a stroller

  • four places for people with limited mobility.

At the same time, the use of flip-up seats in the interior is not permitted.

Earlier, Ternopil had already conducted large-scale purchases of electric transport. At the end of 2024, the city announced a tender for the purchase of 17 low-floor trolleybuses for the sum of 5.5 million euros. The winner was a group of companies from the «Electron» holding.

In January 2025, the city authorities also announced plans to purchase an additional 39 trolleybuses. The funding includes a loan from the European Bank for Reconstruction and Development in the amount of 10 million euros and an investment grant from Canada of 4 million euros. Part of the funding will also come from the city budget.

Currently, Ternopil has eight trolleybus routes. The electric transport fleet consists of about 50 vehicles, most of which are Czech Škoda trolleybuses.

It should be noted that in 2025, Ukrainian cities received 107 new trolleybuses.
