Corruption Case in Ternopil
A department head at the Ternopil Regional Hydrometeorological Center has been fined 68,000 hryvnias for accepting a $1,200 bribe. The official took the money in exchange for issuing fraudulent weather condition certificates, which were required by a private entrepreneur to claim compensation for lost crops. This case highlights the vulnerability of systems designed to support farmers after adverse weather events.
According to case materials, the bribe was paid by a sole proprietor who needed the documents from the weather center. The price for such certificates reportedly ranged from $200 to $1,200. The transactions occurred inside the hydrometeorological center's office on Novyi Svit Street in Ternopil. The first payment of $600 was made on December 1, 2025, for three certificates covering weather events in November and February 2024. A second payment of $600 followed on January 13, 2026, for a package of documents concerning weather from July to October 2025. The total bribe of $1,200 exceeded 51,000 hryvnias at the National Bank of Ukraine exchange rate at the time of the crime.
Court Proceedings
The accused pleaded guilty and expressed remorse for her actions. She confirmed she took money to influence colleagues into producing the certificates. It was noted that prior to this offense, she had no criminal record, holds a disability status, and had made voluntary donations to support the Armed Forces of Ukraine.
The Ternopil City District Court found the defendant guilty under Article 369-2 of the Criminal Code of Ukraine (abuse of influence). In its ruling, the court considered the gravity of the crime, the defendant's personal circumstances, her disability status, and her history of voluntary donations to the military, which occurred even before she committed the crime.
