Housing Subsidy Recalculation in Ukraine
Starting in May 2026, the Pension Fund of Ukraine will carry out a large-scale recalculation of housing subsidies, a process that will continue until April 30, 2027. For most recipients, state aid will be renewed automatically. However, certain groups of people will need to reapply and submit their documents again to continue receiving benefits.
Eligibility for payments is determined for the period through April 30, 2027. Families already receiving subsidies whose household composition and financial situation have not changed will have their benefits reassigned without any additional visits. Nevertheless, a significant number of consumers will have to submit new applications. As the Pension Fund of Ukraine states,
“a housing subsidy for the next period is granted upon application.”
Categories of Citizens Who Must Submit New Documents
- Tenants of residential properties who pay utility bills independently.
- Families where the number of people actually living in the home is less than the number officially registered.
- Internally displaced persons who have changed their actual place of residence.
- Households applying for subsidies to purchase liquefied gas, as well as solid and liquid stove fuel for domestic use.
For those who need to submit documents, there are several ways to send an application to the Pension Fund of Ukraine. These include: visiting a PFU service center in person, sending documents by mail, going through Administrative Service Centers (TsNAPs), contacting authorized representatives of local councils, using the PFU web portal, the PFU mobile app, or the state portal 'Diia'.
Subsidies apply during specific periods: for the non-heating season from May 1 to September 30, and for the heating season from October 1 to April 30. These changes in the housing subsidy system reflect the government’s efforts to provide social protection for the population during challenging times.
