Russia’s Diesel Production Takes a Hit
In May 2023, Russia’s diesel fuel production dropped by 10%, continuing a downward trend that began in April. The primary cause: repeated Ukrainian drone attacks targeting Russian oil refineries. These strikes forced refineries to cut diesel output by 1 million metric tons in April and another 600,000 tons in May.
For context, Russia produced 7.5 million tons of diesel in March. Despite the production slump, Russia’s seaborne exports of diesel and gasoil actually rose 8% in April compared to March, reaching roughly 3.25 million tons. That’s close to the 3.3 million tons exported in April of the previous year. In May, export volumes held steady.

Meanwhile, the Russian government is mulling a ban on diesel and aviation fuel exports. The final approval for this official embargo is nearly complete, though no exact start date has been set. Russia currently ships about 40% of its total diesel production abroad.
