Hungary Lifts Blockade, Paving the Way for Ukraine to Open EU Negotiation Clusters Two and Three

Progress on Ukraine’s EU Accession Negotiations

Hungary has removed its obstruction to the activation of the second ('Internal Market') and third ('Competitiveness and Inclusive Growth') negotiation clusters in Ukraine’s EU accession talks. This move has cleared all procedural hurdles, with the EU expected to finalize its stance on October 12, 2026. Following this, an intergovernmental conference between Ukraine and the EU is scheduled for October 13, 2026, where these two clusters may be officially launched.

The EU Council’s enlargement working group, COELA, has approved the screening outcomes for clusters two and three regarding Ukraine. EU member state ambassadors at Coreper have agreed to send formal letters to the governments of Ukraine and Moldova outlining negotiation positions. A crucial legislative milestone requires Ukraine’s Verkhovna Rada to pass reforms on minority language education by October 12, 2026, aligning the country closer to European standards.

Key Focus Areas of the Negotiation Clusters

Ukraine’s EU accession process is divided into six core negotiation clusters:

  • Green Agenda and Sustainable Connectivity
  • Resources, Agriculture, and Cohesion Policy
  • External Relations

The first cluster, 'Foundations,' which addresses justice and fundamental rights, was opened on June 15, 2026.

The European Union plans to unveil indicative roadmaps for Ukraine, Montenegro, Albania, and Moldova on October 28, 2026. Ukraine, in cooperation with the European Commission, completed the official legislative screening on September 30, 2025, marking a vital step toward unlocking the remaining clusters. The country aims to open all outstanding clusters by the end of 2026.
