The Ministry of Internal Affairs reported an increase in cases of evading mobilization through illegal crossing of the border. To prevent this, a new bill has been proposed, which introduces criminal liability for such actions. According to the agency, administrative fines are not always effective, so the government has decided to tighten the punishment.
The Ministry of Internal Affairs explains that this law aims to address the issue systematically. In particular, it provides for the transfer of administrative cases regarding illegal border crossing to the State Border Guard Service, as well as the introduction of criminal liability during martial law for attempts to leave the country unlawfully, using forged documents, or damaging border infrastructure.
New regulations for conscripts
Additionally, the proposed bill introduces a new norm for conscripts concerning violations of permitted stay durations abroad. The agency also emphasizes that individuals who voluntarily return to Ukraine can avoid criminal prosecution.
It is worth noting that discussions regarding a resolution on the departure of men under 22 years of age are ongoing.
