Experts Question the Effectiveness of Price Caps
Drawing on Ukraine's experience in the oil products market since the start of the full-scale war, Volodymyr Omelchenko, Director of Energy Programs at the Razumkov Centre, argued that price caps are ineffective. He stated that the state should oversee markets through competition and antitrust mechanisms, as administrative price controls have led to serious consequences.
Omelchenko emphasized that immediately after price regulations were introduced, oil products disappeared from gas stations for 2–3 months.
“Right after this regulation, all oil products vanished from our gas stations; they were unavailable for about 2–3 months,” said Volodymyr Omelchenko.He also noted that price caps in the electricity and gas markets continue to create distortions.
“They are also flawed and cause a lot of harm,” added Volodymyr Omelchenko.
Support from Fellow Experts
Oleh Hetman, Coordinator of Expert Groups at the Economic Expert Platform, echoed this view, stating that gradually removing price caps could significantly help restore financial balance in the energy market. Thus, experts believe that price deregulation could have a positive impact on the situation in Ukraine.
The opinions expressed highlight the potential risks of administrative price controls, which can lead to market shortages.
