Ukraine's Agricultural Export Performance in September 2023
During the first 21 days of September 2023, Ukraine exported 1.6 million tons of agricultural products, reaching 43% of the targeted volume for the month. This period marked a steady recovery in export shipments alongside an increasing share of higher value-added goods. Taras Vysotskyi, the Minister of Agrarian Policy and Food, shared detailed figures across various product categories and outlined plans for agricultural sector funding in 2027.
Breakdown of Exported Products
The export composition from September 1 to 21 includes:
- 960,000 tons of grains, accounting for 38% of the planned volume;
- 275,000 tons of oilseeds, reaching 75% of the target;
- 190,000 tons of oils, achieving 55%;
- 173,000 tons of oilcakes or meals, representing 41%.
The relatively lower proportion of grain exports compared to oilseeds, oils, and meals highlights a strategic shift toward exporting products with greater added value. Minister Vysotskyi emphasized that Ukraine's domestic food market remains well supplied with essential staple products and vegetables. Weekly price monitoring by the State Statistics Service shows no signs of abnormal or speculative price hikes in food items.
Nevertheless, challenges persist due to damaged storage facilities and logistical complexities, which may cause short-term supply disruptions and a modest price increase of approximately 2.5%. The draft State Budget for 2027 allocates UAH 7.4 billion for supporting the agricultural sector. This includes maintaining UAH 265 million at 2026 levels, alongside an estimated UAH 2.5 billion special fund contributed by the European Union. Budgeted revenues also factor in UAH 1.6 billion from export duties on soybeans and rapeseed, and UAH 307 million from rental payments for state-owned lands managed by the Ukrainian State Land Bank. Overall, real revenues for 2027 are expected to provide nearly UAH 300 million more in support compared to 2026.
This data underscores the revitalization of Ukraine's agricultural exports, signaling a positive outlook for the national economy. The planned budgetary backing for the sector in 2027 aims to address ongoing hurdles such as infrastructure damage and logistical bottlenecks. Effective implementation of these measures is crucial, given agriculture’s vital role in driving the country’s economic growth. At the same time, maintaining stability in the domestic food supply remains essential to meet the population’s needs amid ongoing uncertainties.
As Ukraine navigates the complexities of its agricultural exports, recent reports indicate a significant rise in shipments despite ongoing challenges.
